Maldives investor guide

A practical guide to Maldives tourism investment.

A structured starting point for investors evaluating islands, lagoons, resort developments and operating assets.

01 / Market overview

A destination shaped by its islands.

The Maldives brings together distinct atolls, island settings and tourism assets. Assess each opportunity on its own location, lease position, operating context and development requirements. This guide introduces the questions to discuss with your professional advisers.

02 / Investment pathways

Different opportunities. Different routes.

Development islands and lagoons, existing resort interests and operating businesses follow different transaction paths. Confirm the available rights, relevant approvals and transaction structure for each asset. Current government opportunities and requirements should be checked directly with the responsible authority.

A

Public Tender

Government-announced islands, lagoons or plots offered through the relevant tender process.

B

Cross-Subsidy Route

A regulated route through which investors may propose tourism assets while supporting designated strategic projects.

C

Private / Secondary Opportunities

Existing resort and company interests may be discussed privately. Transaction structure, approvals and diligence are asset-specific.

03 / Operating resorts

Understand what is actually changing hands.

Operating-resort transactions can involve layered interests: the tourism lease, the operating business, physical assets, contracts and brand or management arrangements. The exact legal structure must be confirmed for each opportunity.

For this reason, Miliona's exclusive resort section does not present confidential assets as ordinary public real-estate listings. Interested parties first submit a Letter of Interest and investor profile.
